Dylan Powell, PhD
Chief of Operations, NASA
Dylan Powell serves as Program Manager for the NASA Atmosphere Support (ATMOS) program and as STC’s Chief of Operations for NASA Business. Since 2024, he has overseen STC’s portfolio of NASA programs with strategic vision and operational leadership, ensuring high-quality execution across mission-critical contracts.
Dr. Powell previously spent nearly two decades with Lockheed Martin Corporation in roles of increasing responsibility, culminating as Business Development lead for Lockheed Martin Space’s Weather and Earth Science mission area. He played a pivotal role as Capture Manager for the successful pursuit of NOAA’s landmark GeoXO program, advancing the nation’s next-generation geostationary satellite system.
Dr. Powell holds an M.S. and Ph.D. in Atmospheric Physics from the University of Maryland Baltimore County (UMBC). He is a graduate of the Lockheed Martin Business Development Leadership Academy and recipient of the 2024 Rotary National Award for Space Achievement – Stellar Award.
