Hal Bloom

Managing Director, SEG

Hal Bloom serves as the Managing Director for STC’s Science and Engineering Group (SEG), a role he has held since 2011. He is responsible for the strategic, operational, and financial performance of a diverse portfolio spanning NASA, NOAA, select DoD programs, and industry partners.

Drawing on decades of experience in federal civil service and government program management, Mr. Bloom drives new business growth while ensuring the successful delivery of complex projects. At NOAA, he served as Senior Deputy Program Director for major space-based missions, including the Geostationary Operational Environmental Satellites (GOES-R) and the Joint Polar Satellite System (JPSS), where he led large multi-agency teams delivering critical weather and climate capabilities. More recently, he was Deputy Program Director and Systems Engineer for the development of an agile small satellite for the U.S. Space Force, providing vital atmospheric cloud products as a gap risk reduction to the Defense Meteorological Satellite Program (DMSP).

Mr. Bloom holds an M.S. in Atmospheric Science from the University of Maryland and has been recognized with numerous industry and government awards, including a NOAA Gold Medal for leadership of the Integrated NPOESS Program Office. He is also a Fellow of the American Meteorological Society, honored for excellence in advancing atmospheric science and engineering.
