Job Description:
STC is seeking a Business Manager (BM) to support the Atmosphere Support (ATMOS) Contract at NASA Goddard Space Flight Center. The BM is a key member of the Program Management Office (PMO), responsible for all day-to-day business operations of the program. The BM ensures effective financial, contractual, and administrative management of the program, supporting the Program Manager and Deputy Program Manager in the successful execution of this high-visibility contract.
This position serves as the primary liaison between the program and STC corporate functions, ensuring alignment of financial, contractual, and compliance requirements. The BM plays a central role in financial planning, workforce management, and reporting, while also providing oversight of logistics, procurement, travel approvals, and property management.
Key Responsibilities Include:
- Financial Management & Reporting
- Develop, maintain, and deliver program financial forecasts, burn rates, and variance analyses.
- Prepare, validate, and submit monthly NASA 533 reports and related deliverables.
- Track budgets, obligations, expenditures, and estimates-to-complete (ETC).
- Review and validate subcontractor cost reports, invoices, and 533 inputs.
- Support Program Manager with monthly/quarterly financial reviews and customer reporting.
- Task Order & Contract Administration
- Manage Task Plan development, costing, schedules, and deliverable tracking.
- Monitor task order execution and ensure compliance with contract requirements.
- Support contract modifications, funding actions, and proposal inputs.
- Workforce Planning & Resource Management
- Lead workforce planning and optimization using iSite and program data.
- Monitor staffing levels, labor utilization, and subcontractor participation.
- Forecast future workforce needs and coordinate recruiting requests.
- Subcontractor & Partner Coordination
- Serve as the interface with subcontractor business and finance managers.
- Monitor subcontractor compliance with reporting, invoicing, and deliverables.
- Track and reconcile subcontractor costs against budgets.
- Program Operations Support
- Support logistics, procurement requests, travel approvals, and expense tracking.
- Support property management, including asset tracking and reporting.
- Maintain PMO business processes, records, and documentation in compliance with contract and corporate standards.
- Liaison & Communication
- Serve as the primary liaison between the PMO and STC corporate accounting, contracts, HR, and procurement.
- Support internal and external audits, reviews, and data calls.
- Provide input to corporate leadership on program business status and risks.
Preferred Qualifications:
- Experience supporting NASA or other federal R&D/technical services contracts.
- Familiarity with iSite or similar workforce/resource management tools.
- Knowledge of government property management requirements.

Job Requirements:
- 5+ years of business/finance management experience supporting federal government contracts.
- Strong understanding of government cost reporting (including NASA 533), financial forecasting, and variance analysis.
- Experience with task order management, subcontractor oversight, and program reporting.
- Proficiency with financial systems, MS Excel, and workforce management tools.
- Excellent organizational skills, attention to detail, and ability to manage multiple priorities.
- Strong communication and interpersonal skills with experience interfacing with customers, subcontractors, and corporate leadership.
Education:
- Bachelor’s degree in Business, Finance, Accounting, or related field (or equivalent experience)
